Roll Call – Councilor Jacobs, McNabb, Hunter, Dempsey, Mayor Lattimore - Present.  

City Staff Present –  Tom Leone, Acting City Manager; Nancy Hussey, Assistant Corporation Counsel; Debra McCormick, City Clerk; Beatrice O’Hora, Comptroller; Steve Lynch, Planning Director; Jennifer Haines, Sr. Planner; William Lupien, Superintendent of Engineering

Presentations and Proclamations – The City Clerk read two proclamations.

1.      Proclaiming April 18-April 24, 2004 as Medical Laboratory Week.  Mayor Lattimore presented the framed copy to Dr. John A. Ricci, Auburn Memorial Hospital Laboratory Director.  Dr. Ricci accepted and made a few remarks about the AMH Lab and staff.
2.      Proclaiming April 12- April 18, 2004 as Community Development Week in the City of Auburn. Steve Lynch, Planning Director and Jennifer Haines, Senior Planner commented on the City’s programs.

Public Announcements – Clerk read.

City Managers Report – Mr. Leone reported that Item 11B had been pulled.

Public to be Heard –
Cindy Bishop, Bellevue Place spoke to Council regarding her neighborhood and the condition of most of the housing on her street.  Council and Ms Bishop discussed various issues relating to landlord responsibilities, tenants, code enforcement, tax delinquencies, curbs and sidewalks.  Bill Lupien, Superintendent of Engineering Services answered questions.  Ms. Bishop suggested that the City charge landlords a fee so that income could cover the cost of more code enforcement resources.

Frank Benosky, Cayuga spoke to Council to oppose Ms. Bishop’s suggestion of charging a fee to landlords. He stated it was only a few irresponsible landlords and that a fee would affect all landlords.

Ms. Bishop commented.




Report of City Officials –
Councilor Jacobs reported on a meeting he attended of the Business Improvement District at Myers Bookbinding.  Two hour parking was discussed.  Merchants are finding that the two hour free parking is being abused by the downtown office employees.  They have been feeding meters and moving cars to avoid parking tickets and parking in designated areas.  

Mayor Lattimore asked Councilor McNabb if he had any report for the Animal Control Committee.  Councilor McNabb did not.

Mayor Lattimore asked if any Councilors wanted to comment on the meeting hosted by Robert Congel in Savannah.  Councilors Dempsey, Jacobs, McNabb, and the Mayor commented.

Committee Report – None

Presentation of Petitions and Communication – The City clerk read communications which included a letter to the editor from the Mayor regarding an agreement with the Seneca – Cayuga Tribe.

Councilor Dempsey commented on the letter.  His comments were followed by Councilor Hunter’s, McNabb’s, and Jacobs.  All were in agreement that they did not support the Mayor’s position of the City taking a lead in the resolution of the Indian Land Claim issue.  Mayor Lattimore also commented to support his position.

Resolutions –
Council Resolution #48 of 2004 in support of the elimination of the sunset provision of the Local Government Records Management Improvement Fund.  Vote: Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Lattimore – aye.  PASSED

Local Law – None.

Tabled Legislation – None

Other Business –  
Mayor Lattimore reported that the Cable Advisory Board had been appointed and listed members as; Steve Keeler, Steve Bandis, Steve Lynch, Bill Wright, Bob Penafeather, Nathan Benson, John Salomone, and possibly Tony DeCaro.

Councilor McNabb commented on the newspaper article regarding the budget and the proposed tax increase.

Councilor Jacobs commented on the budget and the pension.

Councilor Dempsey commented on the proposed 8.8% tax increase.
